মানুষের দৈনন্দিন জীবনের প্রধান ৫টি বিষয় বা মৌলিক চাহিদা হচ্ছে,  খাদ্য, বস্ত্র, বাসস্থান, শিক্ষা এবং চিকিৎসা। আর এই মৌলিক চাহিদাগুলোর মধ্যে চিকিৎসা সুবিধা অন্যতম। কারণ মানুষ স্বল্প ব্যায়ে বা সীমিত আকারে অন্যান্য মৌলিক চাহিদা পূরণ করতে পারলেও, চিকিৎসা তথা শারিরীক অসুস্থতায় আর্থিকভাবে অনেক সময়ই হিমশিম খেতে হয় অনেককেই । তাছাড়া নিয়ন্ত্রণের বাইরে একবার এই সমস্যা চলে গেলে, বাকি মৌলিক চাহিদা গুলো নিরর্থক হয়ে যায় মুহুর্তেই। কাজেই আমাদের দৈনন্দিন জীবনে চিকিৎসা সুবিধার প্রয়োজন অত্যধিক। আর সেটা সেনাবাহিনীর প্রতিটি সেনাসদস্য পূর্ণাঙ্গ ভাবে পেয়ে থাকে। সশস্ত্র বাহিনী তথা সেনা নৌ ও বিমান বাহিনীর সকল সদস্যই এই সুবিধার আওতাভুক্ত। অন্যান্য বাহিনী কিংবা সিভিল চাকুরীতে কিছু কিছু পদ্ধতিতে চিকিৎসা সুবিধা থাকলেও সেটা নির্দিষ্ট নিয়ম অনুসারে পরিচালিত হয়, যেখানে একটানা শতভাগ চিকিৎসা সুবিধা পাওয়া বা নেয়া অসম্ভব প্রায়। সেনাবাহিনীর সদস্যরা সাধরাণত সেনানিবাসে তথা একটি নির্দিষ্টি এলাকার মধ্যে জীবনযাপন করে থাকে। তাই কর্মস্থলে যেকোন অসুস্থায় দ্রত চিকিৎসা সুবিধা দেয়া যায়। বাংলাদেশের প্রতিটি সেনানিবাসেই বৃহৎ আকারে সিএমএইচ বা চিকিৎসালয় রয়েছে। সিএমএইচের শাব্দিক অর্থ হচ্ছে কম্বাইন্ড মিলিটারি হসপিটাল বা সম্মিলিত সামরিক হাসপাতাল। অর্থাৎ সেনা নৌ ও বিমান বাহিনীর চিকিৎসালয়।

নিজস্বতা (সামরিক ডাক্তার কারা হতে পারে)

সেনাবাহিনীর ডাক্তারগণ নিজস্ব অর্থাৎ বাইরের কোন ডাক্তারের প্রয়োজন হয়না। এমনকি বাংলাদেশের সব চাইতে উচ্চ পর্যায়ের ডাক্তারগণ হলের, সামরিক অফিসার। ম্যাক্মিমাম সামরিক ডাক্তারগণ আর্ম ফোর্সেস মেডিক্যালে কলেজে থেকে এমবিবিএস সম্পন্ন করা। যেখানের পড়াশোনা অত্যন্ত উচ্চ পর্যায়ের। যদিও সেনাবাহিনীর মেডিক্যাল কোরে একজন ডাক্তার ও সামরিক অফিসার হিসেবে নির্দিষ্ট ক্যাটাগরীরর প্রতিষ্ঠান থেকে এমবিবিএস  পাস করার পর আবেদন করার সুযোগ পেয়ে থাকেন। কিন্তু অধিকাংশ ডাক্তারই সামরিক মেডিক্যাল কলেজের ছাত্র।

স্বয়ংসম্পূর্ণতা

সেনাবাহিনীর এই চিকিৎসালয়ে, প্রায় সব ধরণের মেডিক্যাল টুলস বা ইন্সট্রুমেন্ট রয়েছে। জ্বর থেকে শুরু করে ক্যান্সার অবদী যেকোন রোগের চিকিৎসা সুবিধা রয়েছে সকল সামরিক সদস্যদের।

শুধু মাত্র সামরিক সদস্যরাই নন, সামরিক সদস্যদের স্ত্রী এবং সন্তানেরাও বিনামূল্যে যেকোন রোগের চিকিৎসা সুবিধা পেয়ে থাকে। অসুস্থতার প্রয়োজনে দেশের বাইরে নেয়ার প্রয়োজন হলেও, সরকারী ভাবে সেই ব্যবস্থা নেয়া হয়। এর পাশাপাশি পরিবারবর্গের মধ্যে, মা বাবা এবং শ্বশুড় শাশুড়ির ক্ষেত্রেও,  অর্ধ খরচেরও কমে চিকিৎসা সুবিধা প্রদান করা হয়। সামরিক চিকিৎসা সুবিধার জন্য, অনলাইণে সামরিক সদস্যদের ব্যক্তিগত নম্বর পদবী ও ছবিসহ প্রোফাইল ক্রিয়েট করা থাকে, যেখানে স্ত্রী সন্তান এবং বাবা মা ও শ্বশুড় শাশুড়ির ছবি সহ তথ্য থাকে। চিকিৎসা কালীন সামরিক সদস্যর নম্বর দিয়ে ভেরিফাই করে চিকিৎসা শুরু করা হয়। এখানে অন্য কোন সিভিল ব্যক্তির প্রবেশ করারই কোন সুযোগ নেই, চিকিৎসা নেয়া তো দূরের কথা।

পেনশন চলে যাওয়ার পর চিকিৎসা সুবিধা

এতোক্ষণ এই আলোচনা শোনার পরে, নিশ্চয়ই একটা প্রশ্ন ঘোর পাক খাচ্ছে যে, পেনশন চলে আসার পর কী কী সুবিধা অব্যাহত থাকবে। এর উত্তর হচ্ছে, পেনশন যাওয়ার পর সামরিক সদস্যগণ আজিবন যেকোন রোগের ক্ষেত্রেই বিনামূল্যে আগের মতই চিকিৎসা সুবিধা পাবেন। কিন্তু সন্তান এবং বাবা-মা ও শ্বশুড়-শাশুড়ির চিকিৎসা সুবিধা থাকবে না। তবে, স্ত্রী মোট ছয়টি রোগের চিকিৎসা সুবিধা পাবে। যা মোটামুটি অনেকটাই কভার করে। যেমন – ক্যান্সার, হৃদ রোগ, লিভার, চোখ, ডায়বেটিস, ব্রেণ টিউমার ইত্যাদি বড় বড় রোগ গুলো চিকিৎসা সুবিধা পাওয়া যায়। অন্যান্য ছোট খাটো রোগের চিকিৎসার জন্য অবশ্য সামরিক হাসপাতালে অনেকেই যায়না। নিজেই বহন করে নেন। যাইহোক আশা করি বুঝতে পেরেছেন।

তড়িৎ ব্যবস্থাপনা ও সামার্থ্য

সামরিক এই সিএমএইচ সকল সেনানিবাসে থাকলেও, কেন্দ্রীয় সামরিক হাসপাতালটি ঢাকা সেনানিবাসে অবস্থিত এবং এটা সব চাইতে বৃহৎ আকারে গঠিত , যেখানে সব ধরণের মেডিক্যাল ইন্সট্রুমেন্টও রয়েছে। এমনকি পাশাপাশি সবচাইতে উচ্চ পর্যায়ের দায়িত্বরত মেডিক্যাল অফিসারের সংখ্যাও বেশি। আর তাই যেকোন বড় অসুস্থতার ক্ষেত্রে অন্যান্য সেনানিবাস বা নৌ ও বিমান বাহিনীর ঘাটি থেকে সামরিক সদস্যদের প্রয়োজনে হেলিকপ্টার যোগে নিয়ে আসা হয়। বিশেষ করে, পাহাড়ী এলাকায় তথা দুর্গোম এলাকায় সব সময় হেলিকপ্টার প্রস্তুত থাকে, পরিস্থিতি মোকাবিলা করার জন্য। বিশেষ করে চিকিৎসা সুবিধার জন্য। কারণ পাহাড়ি এলাকায় যেকোন সময় যেকোন দূর্ঘটনা ঘটতে পারে বা ঘটার সম্ভাবনা বেশি থাকে।

সিভিলদের একটাই সুযোগ

একটি উল্লেখযোগ্য বিষয় রয়েছে সিভিলদের জন্য, দেশেরে যে সকল শিশুরা জন্ম থেকেই শ্রবণ প্রতিবন্ধী তাদের এই হাসপাতালের উন্নত চিকিৎসার ব্যবস্থা চালু করা হয়েছে। এর জন্য কিছু প্রসিডিউরও রয়েছে। যেমন এটি সমাজ কল্যান মন্ত্রনালয়ের মাধ্যমে আবেদন করতে হয়। এই মন্ত্রনালয়ের অর্থায়নে বিনামূল্যে/স্বল্পমূল্যে কক্লিয়ার ইমপ্লান্ট ডিভাইস স্থাপন করা হয় শ্রবণ প্রতিবন্দি শিশুদের। এই চিকিৎসায়, পিতার উপার্জনের উপর নির্ভর করে কিছু টাকা ধার্য্য করা হয়। যদিও এই চিকিৎসা অত্যন্ত ব্যয়বহুল। টেস্ট এর খরচ এবং  কক্লিয়ার ইমপ্লান্ট ডিভাইস এর মূল্য লক্ষ লক্ষ টাকা হয়ে থাকে। তাই এটি একটি সুখবরও বটে। বিশেষ করে, যাদের এতো বড় ব্যয়বহুল চিকিৎসা বহন করা সম্ভব নয়। যদিও এই সুযোগটি অনেক ধনী ব্যক্তিও নিচ্ছেনা। কারণ সুযোগ থাকলে কোটিপতিও তা গ্রহণ করেন বা করবেন তা আর বলার অপেক্ষা রাখেনা।

অন্যান্য চাকুরীজিবীদের সাথে তুলনা

দেশের সকল চাকুরীজীবিগণ বেতনের সাথে চিকিৎসা ভাতা  ১৫০০ টাকা পেলেও, সামরিক চিকিৎসা সুবিধার ন্যায় নিশ্চয়ই কোন ব্যবস্থা নেই। সরকারী হাসপাতাল সার্বজনীন। সেটার বিষয় ভিন্ন।  কাজেই, এই যায়গা থেকে সকল সামরিক সদস্যগণ একটি বিশেষ সুবিধার আওতাভুক্ত। যদিও এটা বিশ্বের অন্যান্য দেশের ক্ষেত্রেও প্রচলিত। অর্থাৎ সামরিক চিকিৎসা আন্তর্জাতিক পদ্ধতি অনুসারে পরিচালনা করা হয়। আর সিভিল চাকুরীজিবীদের দেশীয় ব্যবস্থাপনায় যতটুকু সাধ্য অনুসারে সম্ভপর হয়, সেটাই মূলত অনুসরণ করা হয়। যদিও সিভিল চাকুরীজিবীদের জন্য সরকারী বা উন্নত মানের বিনামূল্যে চিকিৎসা আসলে নেই বলতেই চলে।

আন্তর্জাতিক চিকিৎসা সুবিধা

উল্লেখ্য যে, কোন সামরিক সদস্যকে যদি চিকিৎসার জন্য দেশের বাইরের কোন দেশে নেয়া হয়, তাহলে সেই চিকিৎসারত সদস্য, বিদেশী সামরিক চিকিৎসা সেবার আওতাভুক্ত থাকবেন। অর্থাৎ ওই দেশের সামরিক ব্যবস্থাপনায় চিকিৎসা সুবিধা প্রদান করা হবে। এমননিক সেই সদস্য চাইলেই সামরিক হাসপাতালের বাইরে যাওয়ার কোন সুযোগ পাবেন না। অর্থাৎ ওই দেশ তথ্য ও নিরাপত্তার বিষয়টি পূর্ণাঙ্গ ভাবে নিয়ন্ত্রণ করবে। আর এটাই স্বাভাবিক যে, সামরিক সদস্য কখনই অভ্যন্তরীন আদেশ বা অনুমতি ছাড়া দেশের বাইরে যেতেও পারেন না। সেটা চিকিৎসা পারপাসে হোক কিংবা ভ্রমণ পারপাসে।

সমাপ্তিতে কিছু গুরুত্বপূর্ণ কথা

তো সার্বিকভাবে আমরা বলতে পারি যে, সামরিক বাহিনীর চিকিৎসা সুবিধা নিঃসন্দেহেই একটি বিশেষ সুবিধা। যা অন্যান্য বাহিনী বা সিভিল চাকরীরর তুলনায় একটি উল্লেখযোগ্য সুবিধা হিসেবে সুপরিচিত।

যদিও এর পিছনে অনেক কারণ রয়েছে, যেমন সিভিল একজন চাকুরী জীবি সঠিক খাদ্যভাস এবং সচেতনায় অধিকতর সুস্থ থাকতে পারেন। কিন্তু অন্যদিকে সামরিক সদস্যগণ প্রতিনিয়তই অত্যকি শারিরীক পরিশ্রম করেন এবং কঠিণ প্রশিক্ষণ  তো রয়েছেই। তাই খাদ্যভাসে পূর্ণাঙ্গ শৃঙ্খলা থাকলেও, প্রতি বছর বিপুল পরিমানে সামরিক সদস্যগণ অসুস্থ হচ্ছেন। কারণ একটাই অত্যধিক পরিশ্রম আর একাধারে প্রশিক্ষণ। সেনাবাহিনীর চিকিৎসালয়ে সব সময়েই অসংখ্য সামরিক রোগীর ভীড়। প্রায়ই দেয়া যায়, ঢাকা সিএমইচেও বিভিন্ন ওয়ার্ডে সীট ফাকা থাকেন। এরকম বিভিন্ন কারণের জন্য সামরিক সদস্যদের সুস্থ থাকার বিষয়টি জরুরী বিধায় এই চিকিৎসা সুবিধার আওতাভুক্ত করা হয়। যা সারাবিশ্বেই প্রচলিত একটি পদ্ধতি।

Maximum military doctors have completed MBBS from Arm Forces Medical College. Where education is of a very high standard. However, as a doctor and military officer in the army medical corps, one gets an opportunity to apply after passing an MBBS from a specific institution category. But most of the doctors are students of military medical colleges.

Self-sufficiency:
